The Infrastructure Response Young Americans Have Always Needed
Seen & Heard's response to this problem is not more programming. It is youth civic infrastructure: a national, nonpartisan structure that moves young people from civic awareness to direct policy engagement through a clear, supported path.
As both a 501(c)(3) and 501(c)(4) organization, Seen & Heard can do what most nonprofits in this space cannot: run charitable programs and engage directly in the policy process. Both structures serve the same mission. One builds the pipeline of young advocates. The other ensures that pipeline reaches the rooms where decisions are made.
From First Conversation to Policy Change
Step 1: Listen
Every program, policy position, and advocacy strategy Seen & Heard develops starts with direct engagement with youth board members, ambassadors, and fellows who set the organizational direction, not adult proxies speaking on their behalf. That is what it means to treat young people as experts, not beneficiaries.
Step 2: Train
Every trained advocate starts with the same foundation: understanding how policy works and how to change it. Seen & Heard provides advocacy training, policy education, and skill-building at every tier of the engagement ladder, from fellows learning the mechanics of federal rulemaking to ambassadors preparing to address their school boards.
Step 3: Connect
A trained advocate without a network is limited. Seen & Heard connects youth program participants to mentors, partner organizations, and elected officials, building the relationships that make advocacy sustainable across policy cycles and election years.
Step 4: Change
The goal is not awareness. It is results. Seen & Heard's engagement in local, state, and federal policy processes ensures that what youth program participants learn and who they know translates into real influence on the decisions that shape their lives.
Built for the Long Game from Day One
Seen & Heard launched less than one year ago. We're already operating in four states, with a federal policy presence in Washington, DC, active programs in North Carolina and New York, and an expanding footprint in Texas. California is next.
That rate of growth is intentional. Our remote organizational model is built for national scale, and our dual 501(c)(3) and 501(c)(4) legal structure gives us the flexibility to pursue work that most nonprofits, especially new ones, cannot. How Is Seen & Heard Different From Other Youth Organizations?
Most youth organizations serve one function: building a network, delivering civic education in schools, or producing policy research. Each has value. None of them alone creates the sustained political infrastructure young people need to exercise power at the national level.
Seen & Heard is a nonpartisan children's advocacy organization that combines all three in sequence, through a single tiered model where every stage leads to the next. What that looks like in practice:
- A Youth Board of Directors composed of young people ages 15–25 who govern alongside adult staff and set organizational direction.
- A 501(c)(4) structure that enables direct policy engagement, not charitable programming alone.
